New York: After years of campaigning tirelessly to ensure that states negotiate a strong global treaty to regulate the arms trade, the civil society groups were denied participation in important discussions. Ambassadeur Moritán chairs preparatory talks that run until next week. The decision to close the session was a surprise that many Member States have made previous statements about the importance of openness and transparency in the process. “Some countries want to hide behind closed doors, because they not want people to see how much they want at the expense of the protection of persons who bear the brunt of illegal arms deals for the protection of commercial interests. This is a major drawback of first week of negotiations, “said Denis Mizne, director Sou da Paz Brésil.Mizne continues:” Once negotiations is switched on the content of the contract, the doors were slammed shut Is it the demands of some States that the Treaty of key provisions, such as. want to give human rights and international humanitarian law stripes. “Civil society has begun this process with the major governments and has always been a voice to ensure that key provisions on development, human rights and international humanitarian law part of a future agreement. Society groups urging citizens now Moritán ambassador to reconsider, and let them join a more transparent procedure. “It is very disappointing and disturbing. Without the experience and expertise of civil society, it will be difficult to find a strong treaty, the suffering will get reduced and save lives. This is due to a small number of states that want to undermine the contract pandering” , Baffour Amoa, director of Wansa Ghana.La civil society said was part of the previous international negotiations such as the Convention on the Rights of Persons with Disabilities (CRPD) and for the global climate negotiations. “Hundreds of civil society around the world have proposed to ensure that the future treaty on the arms trade would be truly effective in the prevention of arms transfers that fuel conflict, human rights violations, corruption, crime, gender-based violence, terrorism and poverty.” Said Helena Koumi, Programme Officer at SweFOR.Les negotiations finally began four years after the General Assembly decided, by an overwhelming majority, to negotiate a treaty on the arms trade. The future treaty should establish international rules and standards to better regulate the arms trade and eliminate existing loopholes.
